I read the Starfish And The Spider book a while ago... It's subtitled "The unstoppable power of Leaderless Organizations".
Found it while unpacking upstairs last week. And it's relevant to ministerial stuff (lots of bible quotes online).
Basic info online http://en.wikipedia.org/wiki/The_Starfish_And_the_Spider
it's all about alternatives to traditional centralist organizing.
The last (& final) time I went to the UUPIA budget meeting... there was a big longwinded thing about some committee that didn't have a chair & one gentleman NOT sitting in "the group Facing the crowd" (I'm guessing that's the "A Team") said why does it need a chair to do it's thing. He of course was met with disbelief edging into derision, but I could tell he was serious.
Lots of people studying that exact question. Starfish is pretty much about it.
remember: "They came for Spirituality & got a Committee"? (paraphrased).
a lot about this question by a Methodist Minister at http://bigcircumstance.com/
also for the "fun" of it, read about the Seminole Wars (which I have heard described as "the only war the US Army never won"):
